XOLILE BRUKWE RETURNS TO DSD TO LEAD CORPORATE SUPPORT SERVICES

The Department of Social Development has officially welcomed the return of one of its most seasoned administrators and strategic minds, Xolile Adviser Brukwe, who has been appointed as the acting deputy director-general for Corporate Support Services.

This appointment marks a significant homecoming for Brukwe, whose deep-rooted history with the department spans nearly two decades in roles that have shaped internal operations, governance, and strategic transformation.

Many staff members welcomed him with a sense of familiarity and confidence, as he steps into this pivotal role during a crucial transition into the 7th Administration.

Speaking during his official welcome, Brukwe expressed his commitment to ethical leadership and collaborative growth.

“Corporate support services are the engine of this organisation. We set the tone for its reputation and legitimacy. The culture, morale, and discipline of the department rest on our shoulders.” Brukwe said.

“As custodians of the structure, we must become change agents, driving transformation and guiding this organisation in the right direction.”

Brukwe takes the helm from Lumka Oliphant, who acted in the role for the past year.

Her stewardship came at a time of institutional change and executive renewal within the Department of Social Development, and her efforts have paved the way for renewed strategic alignment and operational efficiency.

A strategic and results-driven leader, Brukwe is widely respected for his governance expertise, stakeholder management, and operational foresight.

His leadership style, defined by integrity, discipline, and a “can-do” attitude, has inspired teams across the public sector to deliver with excellence.

Prior to this appointment, he served as the country head of stakeholder relations at the National Development Agency, an agency of the Department of Social Development, where he championed partnerships with global donors, international development bodies, and civil society organisations to advance South Africa’s developmental agenda.

During his time at the department, Brukwe held a number of senior roles, including head of the Office of the Director-General; chief director: Strategy and Operations; and director: Administration, Cabinet and Parliamentary Affairs.

He also played a critical role in establishing the Inspectorate for Social Assistance and modernising the department’s administrative processes through digital transformation initiatives.

A military veteran turned public servant, Brukwe began his career as an intelligence and communications officer in the South African National Defence Force.

He holds a Master’s degree in public management, a BTech in public relations, and various certifications in governance, risk management, and executive leadership.

From the onset of his acting role, Brukwe has initiated engagements with various branches and units across the department.

His first stop will be Human Capital Management, where he aims to align internal systems with the broader strategic goals of the Department of Social Development.

These engagements form part of his commitment to strengthening internal coordination and driving a unified, high-performance culture within Corporate Support Services.

“The culture and morale of this organisation rest on the shoulders of Corporate Services,” he told staff. “Let’s work together, with urgency and purpose, to take this department where it needs to be,” he said.

With transformation on the agenda and a strong foundation of experience behind him, Brukwe’s return signals not just continuity, but a bold step forward for Corporate Support Services.
