The Department of Correctional Services (DCS) continues its Public Education Campaign on Parole by shining a spotlight on the Offender Rehabilitation Path (ORP). The ORP is a comprehensive framework that guides offenders from their admission into correctional centres to their eventual reintegration into society. This pathway incorporates key stages, including assessment, targeted rehabilitation interventions, monitoring, and placement on parole or correctional supervision.
Transforming Corrections in South Africa
Post-1994, the DCS adopted a progressive approach to transform the prison system into a humane correctional system aimed at addressing offending behaviour. The Offender Rehabilitation Path translates the principles of the White Paper on Corrections in South Africa (2005) into practice.
The ORP aligns with the DCS’s constitutional and legislative mandate, as outlined in the Correctional Services Act (Act 111 of 1998), which tasks the department with enforcing sentences, ensuring safe and dignified detention, and promoting offenders’ social responsibility and human development.
What is the ORP?
The Offender Rehabilitation Path (ORP) maps the journey of an offender from admission into a correctional centre to their reintegration into society. It ensures that rehabilitation programmes and services are aligned to benefit the offender and address the root causes of criminal behaviour.
Steps in the Offender Rehabilitation Path
- Admission
Offenders are admitted into the correctional system to serve sentences imposed by the court.
- Assessment/Orientation/Profiling
Comprehensive assessments are conducted to evaluate offenders’ risks and needs, resulting in a correctional sentence plan to guide their rehabilitation journey.
- Admission to Housing Unit
Offenders are transferred to housing units where they will serve their incarceration period.
- Interventions
Rehabilitation interventions tailored to the offender’s needs are implemented, addressing offending behaviour and promoting development.
- Monitoring and Evaluation
Offenders’ progress in rehabilitation is continuously monitored and evaluated to ensure alignment with their sentence plan.
- Placement
Before parole or correctional supervision, offenders are reassessed to determine readiness. If requirements are unmet, further interventions are provided.
- Allocation to Pre-Release Unit
Offenders approved for conditional placement are prepared for reintegration at a pre-release unit.
- Pre-Admission of Parolee/Probationer
Prior to placement in the community corrections system, offenders undergo a final assessment to ensure preparedness for their new role as parolees or probationers.
- Release
Upon completing their full sentence, offenders are released unconditionally into the community.
