  • MEC Leeto emphasised the importance of reviewing business plans, addressing budgetary constraints, and ensuring transparency and accountability in the management of NPOs to enhance service delivery and support vulnerable communities.

The Free State Department of Social Development organised a pivotal meeting for all DSD-funded NPOs in the Free State Province with MEC Mathabo Leeto. This engagement, required annually by current policy, aims to bolster partnerships between the department and NPOs for more effective collaboration.

The National Development Plan 2030 highlights the crucial role of partnerships in achieving departmental goals. During the meeting, NPOs from various districts, including Orangeville, Dennisville, and Fezile Dabi, joined MEC Leeto to build a foundation of cooperation and mutual respect. The discussions underscored the need for additional resources, including more Substance Abuse Rehabilitation centres and enhanced support for DEAFSA and GBV shelters.

Concerns were raised about the lack of local Drug Action Committees (LDACs) and the consistent booking of rehabilitation centres. Issues with the district’s cooperation, inadequate progress reports, and the need for social workers to be more visible in communities were also discussed. DEAFSA spokesperson Alcina requested more sign language interpreters and additional district offices, while centre managers emphasised the need for permanent staff for abused children to ensure consistent care.

The meeting also addressed administrative challenges faced by luncheon clubs and the need for transport for GBV victims. Sara Lekale from the Shelters Movement highlighted the deterioration of previously donated housing units, which now require renovation.

MEC Leeto acknowledged the challenges faced by NPOs and reaffirmed the department’s commitment to supporting them in delivering essential services. She advised NPOs to review their initial business plans and budgets to avoid discrepancies and misuse of funds. The session concluded with a focus on fostering a vibrant civil society, promoting active citizenship, and empowering communities.

The engagement emphasised several key points:

  • Establishing common purposes and goals for partnerships.
  • Clearly defining roles and responsibilities.
  • Ensuring open and transparent accountability mechanisms.
  • Creating appropriate Memoranda of Understanding.
  • Enhancing the efficiency and effectiveness of service delivery.
  • Facilitating fair and transparent funding allocation.
  • Monitoring the management and use of public funds.
  • Providing accessible communication channels.
  • Implementing suitable dispute resolution processes.
