CABINET CONFIRMS MR XOLILE BRUKWE AS DEPUTY DIRECTOR-GENERAL: CORPORATE SUPPORT SERVICES

The Department of Social Development (DSD) acknowledges Cabinet’s official confirmation of Mr Xolile Brukwe as Deputy Director-General (DDG), Corporate Support Services, representing a significant advancement in reinforcing leadership and promoting organisational stability. Mr Brukwe has fulfilled the responsibilities of this position in an acting capacity since August 2025. His appointment reflects the Department’s dedication to securing consistent, robust leadership within a crucial operational division following a period of vacancy.
The appointment gives effect to the commitment made by the Minister of Social Development, Ms Nokuzola Sisisi Tolashe, during her maiden Budget Vote speech, in which she emphasised the urgent need to stabilise the Department and its entities by filling key vacancies.
A seasoned administrator and strategic leader, Mr Brukwe brings extensive experience and institutional knowledge to the role. He is recognised for his contribution to shaping the Department during its formative years under the leadership of former Minister Dr Zola Skweyiya. His confirmation signals both continuity and renewal, positioning Corporate Support Services to play a central role in driving organisational performance.
Since assuming the acting role, Mr Brukwe has led several initiatives to reposition Corporate Support Services as a strategic enabler within the Department. These include stabilising internal operations through decisive management of a communication crisis, strengthening discipline and accountability, and overseeing a significant recruitment drive that resulted in the appointment of 28 senior managers, alongside other critical posts.
He has also introduced a Transformation Agenda within Corporate Support Services, which has since expanded across the Department. This agenda is anchored on key pillars that promote performance, accountability, and organisational renewal. In addition, he has overseen the development of an Integrated Communication Strategy and a Reputation and Crisis Communication Strategy, enhancing the Department’s capacity to communicate effectively and manage reputational risk.
Mr Brukwe also oversaw the development and official approval of the Department’s updated organisational structure, in collaboration with the Department of Public Service and Administration (DPSA), and actively supported merit-based appointments to enhance governance and uphold professionalism.
Building on this foundation, he is currently driving several strategic initiatives, including the development of a Human Capital Strategy, an Information and Communication Technology Strategy, work study investigations, and business process re-engineering. These initiatives aim to modernise systems, improve efficiency, and enhance service delivery.
Reflecting on the transformation journey, Mr Brukwe emphasised the importance of building a capable and future-fit organisation:
“This transformation will focus on improving performance management, modernising systems, enhancing governance, building leadership capacity, and fostering a service-oriented culture. Importantly, the Branch will also prioritise the filling of critical vacant posts to strengthen operational efficiency and ensure that we are adequately resourced to deliver on our mandate.”
Mr Brukwe’s career spans both the public service and the defence sector. His professional journey began with his position as an intelligence and communications officer in the South African National Defence Force (SNDF), followed by a transition to public administration. Within the Department of Social Development, he has held several senior posts, including Head of the Office of the Director-General, Chief Director for Strategy and Operations, and Director of Administration, Cabinet and Parliamentary Affairs.
He held the position of Country Head of Stakeholder Relations at the National Development Agency (NDA), where he enhanced collaborations with both domestic and international stakeholders in support of South Africa’s developmental objectives.
Cabinet’s confirmation of Mr Brukwe affirms confidence in his leadership and signals renewed momentum in strengthening Corporate Support Services, ultimately enhancing the Department’s ability to deliver responsive and impactful services to the people of South Africa.
