HSDS STRATEGIC SESSION ADVANCES INTEGRATED SOCIAL DEVELOPMENT PRIORITIES

• Discussions highlighted the importance of coordinated social development interventions, evidence-based policy planning, and sustainable community empowerment initiatives.
• Government departments, public entities and development partners reaffirmed their commitment to collaborative service delivery aimed at addressing South Africa’s evolving social and economic challenges.

The Department of Social Development (DSD) led discussions at the Heads of the Social Development Sector (HSDS) strategic session held in Boksburg, Gauteng, where sector leaders and stakeholders worked towards consolidating strategic priorities for the 2026/2027 financial year.

Building on the engagements of the previous day, the second day of the session focused on advancing dialogue around key policy and programme priorities affecting the social development sector. Discussions centred on refining strategic approaches, consolidating sector inputs and strengthening collaboration to ensure improved service delivery and sustainable interventions for communities across South Africa.

The session brought together representatives from various government departments, public entities and development partners, including Social Development Provincial Heads of Departments, the South African Social Security Agency (SASSA), Transnet Foundation, the Department of Tourism, Eskom Holdings, the South African Local Government Association (SALGA), the Department of Agriculture, the Broad-Based Black Economic Empowerment (B-BBEE) Commission, FinMark Trust, Rand Water, the Department of Sport, Arts and Culture, the National Association of Child Care Workers (NACCW), and the Department of Women, Youth and Persons with Disabilities (DWYPD), the Independent Development Trust, NDA and the Presidency

As part of the programme, Mr Jacques van Zuydam, Chief Director for Population and Development at the Department of Social Development, presented an overview of the Population Policy Plus 25 Progress Review Report, which was recently approved by Cabinet. The presentation highlighted key demographic, health and socio-economic trends influencing South Africa’s development agenda.

The report was presented as an evidence-based tool aimed at strengthening integrated planning, supporting vulnerable groups, and guiding policy alignment across different sectors of government. Discussions reflected on population dynamics, migration, urbanisation, health outcomes, poverty and inequality, while emphasising the importance of coordinated implementation of population and development priorities at both national and provincial levels.

The presentation also highlighted the importance of informed planning and strengthened social services in unlocking demographic opportunities and improving the well-being of individuals, households and communities across the country.
