DEPARTMENT OF SOCIAL DEVELOPMENT WELCOMES PHAKAMISA HOBONGWANA AS CHIEF OF STAFF

• Phakamisa Hobongwana has been appointed Chief of Staff in the Ministry of Social Development, effective 01 April 2026.
• He brings over 25 years of experience in governance, legislation and executive management across provincial and national government.
• His appointment strengthens strategic coordination and leadership within the Department.

The Department of Social Development has appointed Mr Phakamisa Hobongwana as Chief of Staff in the Ministry of Social Development, effective from 01 April 2026.

Mr Hobongwana joins the Department with extensive experience in governance, legislation and executive management, having built a career spanning more than 25 years in the public sector.

He most recently served as Director of Parliamentary Support in the Office of the Premier in the Eastern Cape, where he coordinated engagements between the Executive and the Legislature. His experience includes managing high-level stakeholder relations and supporting oversight processes.

Prior to this, he served as Executive Manager for Corporate Services at the Eastern Cape Provincial Legislature, where he led organisational strategy, strengthened internal systems and enhanced communication and stakeholder engagement.

He also held the position of Head of Office in the Department of Water and Sanitation, providing strategic advisory support, coordinating programmes and managing executive functions.

Mr Hobongwana’s experience is further strengthened by his seven years as a Member of the Eastern Cape Provincial Legislature, during which he gained valuable insight into legislative processes, public participation, and governance oversight.

He holds a Bachelor of Laws degree from the University of Fort Hare, as well as postgraduate qualifications in industrial relations and telecommunications. He has also completed executive training through the National School of Government.

Known for his expertise in strategic planning, policy development and stakeholder management, Mr Hobongwana brings a comprehensive understanding of the socio-economic landscape and the role of government in advancing development outcomes.

In his new role, he will support the Ministry through improved coordination, strengthened strategic alignment and effective implementation of priorities aimed at improving the lives of vulnerable individuals and communities.

His appointment comes at a critical time as the Department continues to advance responsive, integrated and people-centred social development services in line with constitutional and national priorities.
